Possible pbem bugs

In an ongoing pbem game I have encountered the following two issues.
1. I moved my army into a province containing an empty enemy army. Enemy army was not destroyed although it remained in the same province as my army, and my army occupied the province.
2. An enemy army moved into Cairo, and was able to start a siege as soon as they moved in (same turn as they moved).

1. Was the army in friendly territory? The code seems to indicate that only empty military groups in enemy territory should be disbanded. The presence or absence of enemy units seems actually to be irrelevant to this rule.
2. We did change the turn structure in a patch that allows for an early siege and late siege phase. Is this just the late siege phase, or was it besieging the province in the siege phase that occurs before movement (viz., before it had actually moved into the province)?

1. The army started out in friendly territory, but since there was no forts or cities I captured the province that turn. The container was then still present, which earlier would have led to its destruction.
2. Might actually be the late siege phase. Hmm was not aware of that ability.

I have had a situation where one unit was in seige mode which was kicked out after the battle. There was a smaller unit in the region as well which didn't leave and continued the seige! That was an odd one.
