Charlie was the Viet Cong or Viet Mien. They were irregulars or partisans or guerillas. I wouldn't call them soldiers. The Army of North Vietnam (NVA) were regular soldiers. US grunts called them "Mr, Charles".
Before I can answer you question, I need an answer from you...Brutal to who? Civilians?Prisoners?Their own people? [&:]

Don't worry, T. Only Viet Cong, NVA, or Japanese will be insulted here, so the mods will be sure to keep it in hand.
Now, if the brutality of American soldiers was being trotted out, speculated on, and criticized as crime against humanity or somebody, this sucker could go on for months.

Some were , some were not. Please keep in mind that there were less than 700 US POW's held by North Vietnam. The Japanese held hundreds of thousands of allied POWs, natives and civilian internees.All together the held well over a million, if not millions. The Vietnamese held tight control over US POW's , with direct control exercised by the central government. The Vietnamese considered the US POW's a bargaining chip, or hostages. The Japanese considered prisoners to be a slave labor force, or at best a nuisance. I would imagine there was a greater variety of treatment among the Japanese captives. If you'd like , I have some titles I can suggest about POW's from both wars. Please feel free to PM me for it.
If I may suggest next time you ask a question, keep in mind the advice given to me by every teacher or professor for any paper or thesis I was ever assigned. Be specific, and keep narrowing down the focus till you can't narrow it any more. Then you have your question (or hypothesis). [:)]

You didn't insult anyone, but you certainly invited an insulting series of posts. That's why so many veteran posters jumped in with some jocularity in order to stop the carnage before even the preliminary bombardment started.
Why would you ask such a question in forums dedicated to the civil, quiet pursuit of entertainment and casual study of history from the playing, and discussion, of computer-based wargames? All you did was drop some HE to create kindling from wooden structures, then sit back to see who would come along with a full load of incendiaries.
"Who was more brutal?" Kind of like the attorney in the domestic abuse trial asking, "So, how long have you been beating your wife?"
I really do wish the moderators here would make it clearer to people like you that this is no place for this kind of incitement.
