It would have been nice to get an answer on this.  Especially since I can't really figure out what:

AI_OutOfTheaterMultiplierOnValuex100 15
AI_ReluctanceScalex100 500

mean at all.  That out of theater terminology has me intrigued, but it would be next to a miracle for that to affect the AI's love of Richmond.

You got no answer because we don't check the modding sub-forum as much as the rest of the forum. I'll see what I can find out.

On Thursday I'll be driving right past Richmond. Send me your mailing address and I can get you an "I [heart] Richmond" shirt...

If you drive past Washington on your way, I'll wave to you.

I have an answer, though I'm not sure what to do with it.
AI_OutOfTheaterMultiplierOnValuex100 15
AI_ReluctanceScalex100 500

The first adjusts the AI valuation of targets outside of a unit's current theater of operations.
The second adjusts the scale of the AI reluctance function, which is the reluctance to attack a province in which it recently lost a battle.

Sounds like something you might be interested in tweaking, though I don't think it will solve your main complaint.

I think you're right.
