Looks like a horse drawn field kitchen to me. Complete with Japanese officer supervising the move. Hard to tell with the photo quality though, and can't really see what's on the other half of the wagon.

Going by the dust, I am guessing this is not a tropical environment. Also they are definitely going uphill as the soldier at the back is aiding the wheel. My guess would be some where in China

i can't tell if the 2 sets of wheels are connected like on a wagon or, if the set up is more like A Caisson limber.  there seems to be a gap between the fore and aft wheels which makes me think this is a Japanese Army Caisson limber...  You know -Over hill, over dale As we hit the dusty trail, And the Caissons go rolling along...  (kinda fits perfectly don't you think??)  we have a Hill, and the trail certaintly is dusty..  [X(]

Field artillery battery wagon, not a limber/caisson I think.

Guy in the center looks like he's wearing a dirk on a wide belt.  SNLF?  Something odd in the pic, can't put my finger on it...CRS kicking my butt.

It is,

I Beleave what were looking at is a Pair of the larger varity of Japnanese Field transport carts, these were intended to be pulled by two draft horses. I do not beleave this is a limber/caisson largely because their are several conspiciously absent features that would otherwise point to them, For similar reasions I do not belevae this is a field kitchen either.
