Units disappearing around Koenigsberg

In a game I play as British/Russian player units disappear and in general act strangely around the Koenigsberg to Danzig area. Some units don't move, another one ended on top of a unit, hence it disappeared. Anyone else run into this?

Yes I have seen this before, I'm not sure how it happened and I haven't seen it happen in a game recently but I have seen this before.
