Re-enforce to?

I read that a province will send surplus labor to other areas where it is needed. I'm wondering if this also applies to unit builds.
I have a current game going as France. As Paris has the highest number of "Barracks", most units are built there. The result from this (I'm assuming from this) is that is that the province is now down to a population of 2-10 is the max.
Would it help if "reinforce to" was selected from other provinces to have their "labor" sent to Paris?
I assume that there must be some surplus labor for any to be sent someplace else.

Isn't labor a nationwide resource? Not province by province? Or are you talking about men per province? I never knew you could shift men from province to province?

That's what I'm wondering about. Just what does the "reinforce to" button do? On the drop down menue it gives choices of the various military units-so that is clear. It also displays the various provinces as choices-so, is that for development or military builds, or both?

If I remember correctly "reinforce to" sends units produced in origin province to province it is reinforcing. I was never using it so I do not now if unit first appear in origin province with movement order to reinforce province or if it appear in reinforce province right after been produced.

It appears in the orginal province and then "marches" to the destination container.

Aha-thaks for that tidbit. When I noticed that the units appeared in the spawning province, I was left with zero understanding about the "reinforce to".
So, no labor sharing via the button? It is rather clear (seems-at this time[;)]) that provincial ppulation is not drawn down equaly.

As I understand it, when a unit is built, the men required come from that province, or an adjacent province. I do not know what the rules are that make the determination. From what I've seen, though, it looks like higher populated provinces take the hit first, but that's not based on any kind of analysis. It may just be that I usually only form new units in those provinces because of their barracks levels and so they would naturally take more hits than other provinces on the other side of the country. Maybe Eric can elucidate.
