Hard to say, it looks like some sort of half-track converted for rail use.

Looks like a picture of my uncle's model train set he kept in the basement. He used to yell: "Banzai this!!" and chuck bottles of Genny Cream Ale at the trains. Sure made holidays interesting.

Been there. Take him to the "Day out with Thomas" (it is on the Thomas and friends website). It is like a religious experience for them.
