Conscription

I am interested in getting the forum's opinion of conscription. Am playing the North and always seem to be outnumbered by the South. I raise troops via voluntary musters and recruitment, but never have enough or have the time to wait. Does the AI conscript? The South always seems to have an abudant amount of troops. I have used conscription, and while I got a lot of troops, I also got a lot of governers mad at me. What do you think?

You can still muster troops without ticking off your Gov's or causing unrest (although you will lower the attitude of the Gov in that state for each recruitment). Just click on the Gov button and see which ones support musters and which ones don't. You also have to look at the population for that city. If it's a small city one muster can zap the whole population. Some one was working on an AAR here but stopped. There are some good pointers on how to start a game. I personally will only muster for 1-3 turns as the north because after that, you should start seeing some good resources to build better troops. Link below.

You should really not be mustering much from mid-1862 on. In fact, not at all. The pop is more valuable in camps or to build regular units.

Yep, that's why I said 2-3 turns because your population and Gov will start to take major hits.

Roger that, but is there a penalty for building multiple brigades within one city at the same time, i.e. am I penalized for building a brigade in New York City and then turning around and building another in New York City on the next turn?

There is no penalty if you only start one unit each turn, but there is a maximum queue of 5 units or containers per city. Once in a while, I can start two frigates in Boston and not see a production-time penalty, so I'm not sure what gets factored into this.
