Does this mean that the user can create maps from scratch as with the John Tiller Campaign Series?

That is correct...you can design the maps, scenarios, and orders of battle from scratch.

I have not bought the new game yet and cannot comment on it.  I can say that the game editor in the earlier versions of the game was quite good and that it improved with each new incarnation.  I anticipate that the trend will continue with this new edition.
