Mobilization Limits

I know the upgrades 'Universal Mobilization I & II' increase the mobilization limit of a country by 10%. What happens to the fractional increase? Are fractions rounded normally or up?

For example, Spain has a mobilization limit of 33 (I think, going from memory here). It gains 'Universal Mobilization I' thus increasing its limit by 3.3 (10% of 33).

Is Spain's new limit 36? (33+3.3 fractions rounded normally)
Is it 36.3 (with the fractions used for ship building)
Is it 37? (33+3.3 fractions rounded up)

My vote would be to round the fractions UP for increases in mobilization (if it is not already).

Also, do Colonial Regiments provided under upgrades 'Colonial Regiments I & II' count against the mobilization limits like the feudal units?

Outside of the Universal Mobilization upgrades is there another way to increase a country's mobilization limits? I can't seem to find one (not talking about modding either). Maybe a bonus to the mobilization limits could be provided if a country can declare itself an Empire (to be lost if they lose that status)?

Yes, Colonial units count.  But, when I am close to the mob limit, if I still need specialty units (i.e., non-infantry), I'll take the colonial units and replace militia with them.  Disbanding militia puts men back into the population and I then have units that can actually move into enemy territory if I need them to.  They will also gain morale when in combat.  Militia seem to just get creamed when in detailed combat.
 
If I'm over the limit and have all the cavalry, heavy artillery, etc., that I need, I will probaly take them and just build a larger army.  I rarely say no, unless I can't afford to sustain them.

As far as replacing militia, I thought I read somewhere that militia number less than the number of provinces own does NOT count count against the limit. Are you talking about extra militia (ie. militia that DOES count against the limit)?

Conquering more provinces will also increase your limit.

The point is, once you're over the limit, you're over the limit. Your levies will continue to increase the total. So, if you're going to have extra units, why not have extra units that are better than militia?

Ahhh. SO you STILL get the feudal levies even if it will take you over the limit? WHat about for colonial regiments?

Also, is there any report that tell you that you received feudal levies? I have seen them appear but never found their listing in a report.

Levies, at least before the latest patch just kept a commin'.  Now there's a problem that WCS is aware of and working on regarding levies.
 
But, I very frequently had armies twice the mob limit.  So, as I said, if you need non-infantry units, get 'em early.
