What seems to be the best financial limits for the different roster sizes in order to keep you from just signing a team full of all stars?

This is a tricky question, as actual cash reserves are figures which MLB teams keep private. Conversely, actual payroll figures ARE available for the last 20 years or so. I'd previously suggested that small-market teams should have lowered finances, but who's to say what defines a small-market?
Shaun deliberately chose to give each team plenty of cash for the sake of play balance. An enterprising gamer COULD attempt to crunch the numbers and come up with realistic figures, but I guarantee it would give you a headache and a serious case of digestive discomfort. [:D]
Seriously, though, I'm a tax auditor for the state of West Virginia. There are no major-league teams here, but I CAN access tax data for the minor league teams based here. Even at that, I'm restricted by confidentiality rules from releasing that data publically. So, do you see the obvious problem?
