Glory due to political provinces

If I lend the ownership of a province with -2 glory a turn if held by an ENEMY to my ALLY, do I still lose 2 glory a turn?
IF you lend it while its occupied by an enemy I think you still do.
If you cede it, loan it, whatever, to a neutral party or ally you dont.
