Looks like they are pouring fuel through a filter into the truck. A WAG would be avgas at an airfield.

This happened here in Aus about 10-15 years ago, the service station operator didn't believe the drivers dips!
The other dangerous thing is plastic pens - a plastic pen caused a huge tanker fire in Adelaide about 20 years ago.

Gasoline is extremely dangerous stuff and many people have been killed doing stupid things around it, but how did a plastic pen cause a tanker fire?

A very interesting case, as the tanker compartment that started the whole shebang had only contained diesel.
How?
The order of events is postulated as:
1. At some time a plastic pen had been dropped into the compartment
2. The tanker was carrying a mixed load of petrol and diesel.
3. The diesel compartment had just been emptied, exposing the plastic pen
4. As all the compartments are linked, vapour from the petrol compartment had transferred into the newly emptied diesel compartment
5. A sufficient static charge had built up on the pen, that somehow grounded causing a spark, leading to
6. A great big BOOOM!
Luckily no-one was killed (I don't even think there ws a serious injury).
We had to revise all our safety procedures after that one, no pens in pockets etc for drivers.
