Why can't I control as provence in France to build a depot when playing as France in 1805?

Well the depot must be in a province with a supply source (blue circle), or be adjacent to another friendly depot. Could that be the problem?

probably, but that seems a tad gamey.

Those are the rules. You can't just build a depot anywhere you want. You have to tie it to a supply source. Isn't that historical?
