symbol with x on the side

My F/A-18 has a x on the side when I activate the ECM.
Not sure what that is.
I used to thought that x on the side of the symbol means the unit is been jammed.
But why would the x only appear when I activate ECM and not when radar is active?

You are correct. The 'X' symbol should only appear if you are detecting/receiving ECM.
Are you sure that your Hornet radar is not active, too? Do you have a saved game of the situation? Can you elaborate with additional details?
The support sub-forum allows you to post *.zip files as attachments. Can you provide a saved game?

The behaviour exhibited might also be related to this bug from
AGSI's List of Known ANW Issues:

Binoculars/visual sensor can be jammed by electronic counter-measures

If the Hornet had a visual sensor, this phenomenon might have occurred.

Yup, I also have air-radar on.
This is the Fish in a Barrel, Cold War scenario (ANW v3.9.4).
Just 5 mins into the game, where I have 2 Tomcats and 2 Hornets out on the Saudi area.
All four of them have air radar and ECM on.
I have a lot to learn about Harpoon....
Would friendly ECM affecting the unit (causing the x)?
And why would activating ECM and Air radar at the same time be a problem?

Are you using the PlayersDB version of that scenario? I recommend them because they will give you the least number of problems.
Activating the Hornet radar and ECM at the same time does not present a problem. The active radar is the sensor detecting the enemy ECM, thus showing you the 'x' marker for jamming. Radar is not affected by ECM from a side that is in communication with you. This means that sides which share a commo link with you (i.e. friendly allies) do not jam your networks.
