Lock up !!

v1.32 first try. Loaded balanced setup, declared war on Belgium, Lux, activated HQs, watched naval results, declared orders, and then....lock up.
Playing as CP. Can anyone help?
There is a white outline around Liege, the system says Busy and thats it...
