AI has 36 players on major league roster

Cleveland called up 11 minor league players, and played a game without sending anyone down. This occurred on April 25, not in September.
I saved the psa folder in case it helps. I have seen this once before, but didn't save that one.

I fixed the Cleveland debacle by sending 11 players back to the minors (kept some of the call-ups). Three days later, the Cleveland GM called all of them back up to the majors. I guess I should just let Cleveland play with 36 players? Has anyone seen this before?

I have never seen that. If that's the only team that's doing it I would let them play that way for a day and see what happens. Maybe it will straighten itself out. Of course, if it's late season and Cleveland is contending for the pennant I wouldn't cut them any slack!

I've seen this a few times each season I play. But never eleven players, usually I see one maybe three extra players.

I had some players with locked roles on this roster. (I have some on every roster.) I released all of the locked roles, and let the AI autogen the rosters and lineups. Then I sent the extra 11 back to the minors, being careful not to send down anyone that he put as a starter or among his top 11 pitchers. We'll see if the Cleveland AI GM returns to normal transactions now.
By the way, do locked roles do anything on a team that you don't own? I have noticed that the AI seems to not move players in the batting order when they are locked, but it doesn't seem to have much effect on pitchers.
