Does Size Matter?

Hi All. I've searched the forum and want to double check I have correct interpretation.
1 A fragement of an HQ is only ever good for the support points - it never exhibits any command, air or naval repair attributes? Is this about right?
2 I can't find anywhwere how big (the parent) HQ has to be during its rebuild process before it starts to exhibit its special attributes? Can anyone advise please?

As far as i know, it JUST has to be the parent fragment... i guess theoretically it could be 1 squad, however, i've never seen anybody run a test on it to see exactly if there are any effects of size.

rtrapasso is right, the program looks for the parent fragment and the attributes apply to it. Many HQ effects are due to the qualities of the unit commander (parent only). The rest of the HQ unit is mail clerks, mess hall, laundry unit, etc.
