They must be scraping the bottom of the barrel for personnel and raided a mental hospital. One of those guys looks like his mental age is a bit lower than his physical age, and the guy in the background looks like he's practicing his dancing moves.

Looks like some men being introduced how to behave while firing. The instructor on the right shows how to do it properly with both hands against the ears. Obviously this gun crew need a lot more practice and are not yet prepared for action. [:D]

They Are (as GI Jive noted) US Marines, Location Iwo Jima.
I am not shure about the carrage, it could be a M1 or a M1A1 (2?), its hard to tell from this angle.
