"No results for diplomacy"?

Playing around with 1.06.02, noticed odd behavior, together with a log message I hadn't seen before. Not sure whether it's a bug or something else.

I started a game as Austria. In Jan. I tried to influence Sweden and Egypt, without success, but the attempts showed up in the log as I'm used to seeing them, with the die rolls and modifiers reported.

In Feb. I tried again with the same two countries, which were DOWed and fell under other powers' control. I looked at the log, and noticed that instead of reporting the Austrian attempt as normal, it simply said "No results for Austrian diplomacy on..."

I see this for some other countries also, but most manipulations are reported normally.

I tried reloading the phase to see if I could get a die roll report, but every time I got the same result. I tried it with money added (even up to $25, which I think should have been a sure thing), but always "no results". Then I tried reloading the phase and manipulating two different minors, and the rolls were reported normally.

I *think* the difference is (and I think the pattern holds looking at other countries' attempts) that if a minor is DOWed that month, there is automatically no result for manipulation, even though the manipulation happens first (or at least is prior in the log).

Is this indeed the cause, and if so is it an intentional change? In the past it's always been possible to gain influence on a minor in the same month as a DoW, and get control of it that way.

I don't think we touched any resolution ordering so I'm puzzled???

What need to be asked is.
How was diplomacy order, eg nation order ?
Was any of your allies before you, and DOW'ed any of those minors ?

It was a game vs. the AI, and I had no allies, so that should not be a factor. (Anyway, the game tells you as soon as you try that you can't manipulate an ally's influenced minor.)

As to the order, one of the things I'm asking is how the game handles that. There is a fixed order for "regular" diplomacy, but a random order for minor diplomacy. My impression (from the log) was that manipulation (in its random order) happens before regular diplomacy.

But from running several repetitions under different circumstances I can say pretty surely now that it is the DoW that prevents manipulation.

The weird thing is I don't remember *ever* seeing the "no results" message in the log before under any circumstances, so I thought it was something new. Am I wrong about that?

I've been looking over some old savefile logs, and I can see this "no results" message at least going back to 1.05, so it must not be completely new. But in at least some games from 1.04, it was possible to influence a minor that was being DoW'd that same month. And then there are also cases in which there is no minor diplomacy reported, though I'm pretty sure some must have taken place. That is, no "no results" but also no die roll reported.

Anyway, it looks like maybe around 1.05 this was changed?
