No sub comanders?

I tried to change the ship captain of a USN sub and there were no leaders listed that were suited to command a sub. They were all listed as being suitable for surface combat ships or as a aux / cargo ship. Are there no sub commanders at the start of the war? Or is this a bug? this is scenario 2 vs the AI.
