Managing the Allied Air Power in 1941

Trying my hand at the 8 Dec Scenario vs AI. I have some questions.
1. Some of the RAF units are due for very early withdraw. Yet I can't seem to make them do it. Is there a time limit? Say if a unit is due for January withdraw, you can't do it in December?
2. All the USN/USMC units at PH are assigned to For Det Cent Pac Air HQ which does not arrive until May 1942. DO I need to transfer this units to Pacific Fleet HQ in order to rebuild them with replacements? Kinda miffed that the designers assigned all these units to a non-existaent Air HQ (Its coming but right now it does not exist)
3. I am very frustrated with the not separating out various models of aircraft that are in the pool multiple times by nation but lack a designation as to what belongs to who. For example: there are three PBY-5 models in my pool but there is no designation as to which are USN, which are Aussie, and which are Kiwi - just says PBY-5 three times
