Chinese Engineers and Airbases

I'm not sure if this is a "bug" or not, so I thought I'd post it in case it is.
Right now, at several (maybe even all, haven't checked every base yet) Chinese bases, I have engineer units (which are part of both the base force as well as individual combat units). For example, I have like 50 engineers in total at Kumming. Yet, when I click on the base itself, it says I have no engineers at all. As a result, the airbase isn't repairing...despite the presence of Chinese Engineers in the hex.
Is this a bug?
Or does some special rule apply to fixing up Chinese airbases??
