Static Corps show incorrect percentages

Looking at some of the US Army Corps HQs (III US Corps (Loc Id 121) in Fort Ord and IX US Corps (Loc Id 153) in Tacoma) they show the percentage of disabled contra total elements as 5000/5000 and 7000/9000.
This seems to be connected to units with TOE Id 2433 (Corps Static). Maybe it is caused by the fact that Location 2433 has been defined as Type = 01 City instead of Type = 04 Headquarters according to the editor.
I did also notice that the delayed IX US Corps (Loc Id 199) has Wpn 2 Num set to 1 but no Device Type defined.
This is all from scenario 1 Full Campaign.
