A question about a description scenario.

The finnish army is seperated from the soviet Army by a 2 hex DMZ as to better simulate the finnish activities in the war. Unprepared at the onset, the Germans can call them into action by a card. (Costs are influenced by the VPs occupied.)

If I understand :
65 VPs = 500 PP
70 VPs = 400 PP ????
...

Of the top of my head I think it is:

1000 - 20 x VPs of the germans. So 25 VP at the start means it costs 500 PP to call the Finnish into the war. 35 PPs mean 300 Cost and so on.

Which means as soon as you reach 50 VPs as Germany, the Finns can come in for free.

I have 65 VPs of the 80 VPs required to win. Cost = 500 PP
???

If you got 65 VPs at the start of the scenario I am fairly sure you play the Soviet Union.
