Here is paris's build items according to province icon's.

Now here is paris's build items according to the province development screen. Even though I have barracks 7 and courts 4 lancer show up as buyable but can't be bought until the light infantry upgrade is bought first.

now I loaded up the same saved game after closing the game restarting and reloading the same saved game. Now the province buy items list matchs the the develpment buy items list.

Depending on whether I load the same saved game after exiting the game restarting the game and reloading or just opening the same saved game without exiting the game gives the same results.

I think this is related to the slower refreshing of the economic bar that was implemented to fix lag issues. Just clicking on the province build bar displays the correct information, after which the production bar "outside" that screen refreshes itself and displays correctly.

It can be quickly worked around by the player.

As Mus suggests, it is in fact related to the fix for that issue.  I'm working on a separate fix for it.  Thanks for the reports!
