Are restricted HQs unRestricted after a time: Date? or are they restricted through out the game, I am playing a full campaign as allied. if they are unristricted on a date can any one give me an idea when.

This is different for every HQ. Some are, some aren't. The release dates for the ones that become unrestricted are also individual.
