A Mutiny--Phase II

OK, I think I know now how (in clicking terms at least) USN ships end up in Paramushiro-Jima in the Aleutians scenario.
Aleutians scenario, second time through, as Allies, against AI, on Hard AI setting. Invading Kiska. Have, I think, 3 TFs invading Kiska. Two amphibs, one bombardment. One amphib TF has two CAs in it. It's about empty, and I want to shift the CAs into the bombardment TF. Kiska is still owned by Japan.
I opened up the "Transfer Ships to/from" screen, and Kiska (??) was at the top of the list, with the bombardment TF ships below. I clicked by accident on "Kiska" and the CA disappeared. Surprised, I did it to the other CA. Closed the screen, and Kiska had grown a RED anchor symbol. I couldn't open it. Several turns later the CAs are parked in Paramushiro-Jima in the "Show All Ships" screen. (Turn attached with this.)
So, is it a design decision to make enemy controlled ports available in the "Transfer Ships to/from" button? (I've always found that system cumbersome UI-wise at best, and I screwed up, but losing capital ships to a mis-click is a pain.) I assume this is a bug? If so, is it an engine bug, or only an Aleutians scenario bug?
I don't have a save from the turn where I mis-clicked, but if this is a bug, the scenario is short enough to reproduce it. I think I was late in the second week or so.
