Not sure if this is a bug or intentional. If I try to move an Australia command ground unit to an Australia command base outside of Australia ( luganville, port moresby), I don't get the option to load it on a task force. I have to change the command to something else like ABDA and then I can load it. I just don't want to spend the political points early in the game.

Then you're not moving the Australia Command ground units. It's most certainly intentional.
