At the start of Barbarosa I get a message asking how I would like to treat the conquered USSR. In both of my games as the Germans I get this message as soon as I commit to attacking them. The message I believe should come after I conquer them as per Poland & France when I get the same identical message upon conquering them.

Yup, can confirm this one.  I got this too and right now it seems a bit optimistic considering how my war is going!

This one is intended, as for such huge country you have to decide it earlier.
