Battle of Britain

I had a nice air battle with Britain for several weeks in 1940 reducing British air units to 1 strength and letting them waste PP replenishing them.
Then one week I decided to destroy their air units. Unfortunately the AI decided not to rebuild them. I have seen this happen to other AI countries as well.
Has anybody seen the AI rebuild air divisions or air armies after they have been destroyed?

no, however in the case of the UK, 1940: no pps!

The AI might be bad at saving for things.

This remind me of something I have been pondering about. Wouldn't it be possible to produce units at lower strength than full. Say, for instance, that I liked to buy 5 armour divisions with only 20 % strength instead of just one at full strength. There could be a function just as when you fill up replacement, but in the negative sense, where you instead lower the strength before producing the unit.
I know you will now say this can't be done, but would that be because the AI would have a hard time managing it, or because a lot of time consuming re-programing?

I think that this is due both.
It is much more easier (and personally I think clearer) to make obsolete divisions.

Why, one big instead of five smaller ones isn't always the same thing. Not really sure what you meant by "obsolete", but since an open front is a disaster in this game, it is sometimes (due to lack of PP) impossible to produce enough units to cover an entire front, especially for minors with stretched-out borders. That's where smaller sized units enters my mind.
But it strikes me now that the supply system has been changed. Maybe a big unit can do some fighting, even if surrounded, and that the problems in RtV has been lessened ...[8|].

All right, full low level unit equals depleted high level unit in both cost and strength?
I was more thinking in terms of producing more 1-level units, but never mind. No big issue.
