I am playing a new game as the Allies and it is now Dec 25. I am not able to load any troops (other than aircraft) onto any ships at amny port. I can't find explanation of that in the manual. I know the Japs can load because they are invading everything in sight. Any ideas?

If the tf is a transport, troops need to be in strategic move & if an amphib tf must be in combat mode w/ both cases being an unrestricted command. It caused me some headaches w/ troops in OZ but got it mostly figured out now.
