Forced withdraw of air groups

Hi all,
I'm confused with issues connected to forced withdraw of air groups. I tried to dig information about the issue from the forum, but I was only particulary successfull. Please, could you have a look at points located below?
1) To which base have to be an air group transferred to allow forced withdraw?
I'm not able to find list of the national bases in the manual, section 7.2.2. I spent some time with air group transfer, therefore now I know that US Army air groups have to be force withdrawn in San Francisco, British air groups in Calcuta. However, so far I didn't find the right base for Chinesse, Dutches, and Philippines.
2) Can I expect political points granted for forced disband of an air group?
3) Can an air group be force disbanded in any base of its nationality?
4) Are planes of the particular force disbanded air group left in the base of force disband (if the particular base doesn't have a connection with the rest of nation via railroad)?
5) What size is the penalty if the player decided not to force withdraw (resp. force disband) of an air group? Should the player expect to pay the penalty once, or daily, or mothly?
As a clearance for possible bug tracking: I try to play scenario #2 as Allied, AE running in a windowed mode.
And at last - please forgive my English, I'm not a native speaker.

6) What's the maximum delay of an early force withdraw? I know that I'am able to force withdraw an air group almost 80 days before the date of force withdraw, but I'm not able to force withdraw of an air group that has the date of force withdraw 7 months in the future.
