cap unit change to LRCAP

sametimes if a TF is near a AF hex with fighter in CAP (0 range) they go to protect the near TF apparently random changing mission to LR 100%: intentional or bug?
if bug what save nedeed: before turn resolution, after or both?

Check section 7.4.1 in the manual. CAP will go up to 2 hexes away to defend. Or, did your air unit actually change orders to LRCAP? if the latter, that would seem to be a bug.

yes. but 1) i understand that section as what appen in the CAP resolution fase. ie: in the combat may arrive fighter from no more than two hex...
2)what i'm complain is that: in the start of the AM fase a goup assigned in CAP (range 0) over Manila (as example) change to LRCAP 100 to cover a TF (last time a cripled AK retreating from HK) at 3 HEX distance. or another time a TF loading in the Manila harbor.
if the rules must be intended as you there is a bug as they react sametimes far then two hexes. and in every case they must resume original setting after comletition
if is as i understand i found nothing in the manual that justify that change of orders

Yes, I have seen this too - multiple times.
I'll assign a group to, say, 80% CAP with a 1-hex range. End the turn, and next turn I discover that they're LRCAP'ing some TF at 3 or 5 hexes distance, and also got the fatigue, etc. associated with LRCAP. So why are CAP going to LPCAP of some very specific TF?
Smells like a bug to me ...

Have the same issue at Clark. CAP was set at 100% with range 1 (to cover Manila also if required), after turn some groups LRCAP-ing TFs coming back to Manila. Intentional?

It's a bug, they are going to fix it in patch.

It stock CAP set at 100% was LRCAP, It might be something left over from that, that has not been removed by the AE programmers.

I had units 60% CAP, 10% Training and 30% Rest, then they switched to 100% LRCAP to protect nearby TF.

I've seen this many times already. At first I thought it was a nice feature that my fighters would see the importance of providing CAP to protect TFs, but then I had an air unit set to 80% CAP to protect an airfield and it changed to 100% LRCAP to protect a PT TF that was doing quite well on it's own without air coverage. I don't think I noticed the change for a number of turns, because when I noticed it, the unit had high fatigue and what seemed to be high OP losses. Needless to say, the PT TF was never attacked by air and the Japanese bombers attacked the airfield with little or no fighter resistance.
