Do tenders need sp aboard to rearm ships?

Just wondering if an anchored tender like an AS,AD,AGP,AKE enable SS,DD,PT etc to rearm when the tender has no supply loaded. The mere presence of an AD or AS in port was enough in WITP. These need only load sp from the port to change such supply into main gun ammo and torps so ...
