Enemy Controlled Povince?

Playing as Turkey I have had 4 provinces as "enemy occupied" or "enemy controlled" for many turns. On the map there will be a messege in the province that states "enemy 2". What is this about and how do you counteract this?
There is no sign of any rebels or diplomats. One province has gone independent (Serbia) but is apparently still in the Empire.

Isn't that showing that you have the presence of two enemies in that province? On page 99 of the printer friendly manual it states:
"Resource income is reduced to zero for provinces with 3 or more enemy troops present."
I did a search in the entire manual for the word enemy, and I saw nothing depicting what you described. I've seen it when I play and I always assumed it was a warning that low level enemy presence was hindering my resource production, economy, and more.
Now somebody can come along and tell us what this REALLY means now that I've blabbered on and on... [:D]

No, I think you accidentally turned the 'goals' on. This shows how many glory points you get if an enemy were to control the province. You should similarly see points on provinces you'd gain glory on if you controlled it to. Try hitting the 'm' key to turn it off.

[:)] I've done the same search, Larry. The problem is that there is no enemy visible now or ever in the affected provinces. Also, the presence has had no affect on building in the provinces. If it has any impact on production, it is minimal as far as I can tell. The message might be "Enemy -2". I have to check again.
I'm concerned about just how far this will go. Serbia now has its own flag, but is still part of the empire. Will it eventually revolt? Will building a court do any good? It's all a mystery.

That's it! Thanks Joram. The only other place I've seen a reference to this is in the "Goals" section in the overview. So, it is just telling me what I might lose, not what I have lost. Mystery solved.
But...what about provinces going independent? Will courts forestall that?

10.2.6 Courts
Courts provide diplomatic, Insurrection, and Waste benefits.
Diplomat Production and Skill Levels• – A province needs Courts of 3 or more to build a Diplomat unit. Each newly-built diplomat gets 20 points of diplomatic ratings for each level of Courts in the province, randomly allocated among their Espionage, Influence, and Legal ratings. (No score may be above 70.)
Diplomatic Actions• – Courts add to available Diplomatic Actions (7 levels of courts provides +1 action; 10 levels, +2 actions).
Courts and Insurrection • – Courts lower the chance of Insurrection in a province.
Reduced Waste• – Courts at a level of 5 or higher mean that the province does not count towards additional Waste (see Waste section below).

Pity about my Bavaria, no building courts for me there - was a protectorate.

Yea, that's what I thought.
Well, on the bright side; there is no doubt it works=and in only 3 months![;)]
Remember; I voted to ban its use too. So; the cat is out of the bag in our game. I must prepare for diplomatic Armageddon now.
But really now; just how important is a protectorate anyway?

Kind of an important one. It is for Austria and France too though, so, short of the loss of glory, glory income, income, and probably empire status, for the best.

Hey, do not drag France into this, we are a friendly nation who do nothing wrong. That the Preussians side with the eeevil Austrians and simply seize huge ammounts of land from poor Poland has to have some impact [:D]
