How the Ohka works?

I'm approaching to Jan.1st 1944 and I know that Ohka will be available from that that. But I have no idea how I have to handle with them.

Think you have to wait for the G42Me Betty to carry it. I am in Aug 44 and have Ohka in a pool but no AC to carry them to the battle.
