I have a Hercules 3D Prophet II video card that is based on a Geforce II GPU, and have no problems with it. I don't have XP, but I've heard at least one person say it is runnable under XP.
FYI: The GPU on your video card shoudn't have an effect on running WIR. WIR is a simple 2D graphical game. It relies on the EGA emulation provided by your video card, including both EGA fonts and the video card's VGA/EGA BIOS which are both built into the video card. Those are what is important, not the 3D GPU on the card.

If you have problems - it may be worthwhile running from a Command prompt and seeing how you go with that.
I have a memory problem running Pacwar under XP but it runs fine from the command prompt.
