B5N2 factory only at Hiroshima. Ready to go, but zero production - you will need to expand it.

I'm fairly sure this is planned.  The B5N1 production run took place in 1937, and was followed by a run of B5N2 production, using a more powerful engine.  The plan was to go over to B6N Tenzan production, but that got delayed (perhaps in part due to problems with the Mamoru engine).  As a result, on 7 Dec 41 there were no B5N's in production, and there is reason to think that this did not restart until April 1942.

The necessary production jigs and fixtures for the B5N no doubt still existed, so (correctly I think) getting production re-started doesn't require any r&d; all you have to do is spend what's required to set the line up again.

Until you get some new airframes off that line you are going to have to manage composition of your attack plane units by drawing from the pool.  The pool has 30 B5N1's and 32 B5N2's. The B5M (a Mitsubishi design) could also be used, though according to the information I've seen it never went to sea; only used in a unit based at Surabaya.

In extremis you could also use the B4Y biplane torpedo bombers.  It's just possible these were embarked in Ryujo for her Bay of Bengal raid, but I have my doubts about that.

It is undoubtedy true that the JNAF was scratching around for attack planes to make good losses to such an extent that Ryujo did end up with a kanko-tai composed of both B5N1's and B5N2's - an option we do not have.

For C Operation, Ryujo air complement was the following :
-12A5M
-15B5N (No B4Y)

but for MI, Hosho carried 8 B4Y

I think the B5N1 factory is at the same place as the B5N2 factory; it is size 10 or so, but has to be repaired first.

There is no B5N1 factory for the reasons explained by Local Yankel
