militia and overrun

Defenders benefit from leaders, fortifications, etc. in overrun calculations.

The explanation in the rules booklet is written in such a way that the militia that are raised up that turn are simply added in. No mention is given of leader and/or fortification benefit.

What benefits, if any, do newly raised militia infantry have when they appear in response to an enemy movement which results in an overrun attempt?

They have the standard combat value of 6.

They do not get a leader or fort bonus for overrun calculations but do in a regular combat attack.

Fortifications and leaders have limits on the number of units that get their benefit. Newly raised militia which appear as the result of enemy movement (or overrun attempt) will get the benefit only when they "fit" within the limit. Many times the limits are filled with defending units prior to the creation of the militia. Frequently, there is no leader or fortification in these locations when enemy troops enter it the first time.
