Ground troop transfers

During a lull caused by a rain turn, I decided to pull back a little and reorganise my army...but I'm having great difficulty transfering the troops from corp to corps.
In some cases, it will let me, and in others it won't...or, most confusing of all...will only let me access some of the units in the corps but not others. It doersn't matter the nationality, either...or which army or army group is in control. It's very confusing.

Are there conditions I need to meet regarding supply or positioning?

I believe to transfer a divsion or whatever from one army to another that the unit that you want to transfer has to be at 50% readiness and within an appropriate range to move for the type of unit in question

Readiness of the unit must be 50% of greater, before it can be transfered out. You can also only transfer a unit the same distance that it could be marched moved under the same conditions. Eg, an Infantry Division a 65% readiness, in the rain, in a SL 6 hex, woul be able to be transfered about 3 hexes, as to go further will require the unit to be reduced to below 0% readiness.
Another thing to check is that you are not trying to place more than 8 units in a combat formation, or 24 units (including the subordinate combat formations & HQ's!) in a HQ.
There is no such Readiness, or distance restriction on Rail Transfers, Instead both receiver, and sender must be on a working, connected railway line, and there is sufficent rail capacity to move the desired unit.
