Jap CV's Won't React and Attack

I have two Jap CV task forces within one hex of Allied DD's and AK's east of Tarawa near Baker Island. Both TF's have aircraft set for naval attack and both are set to react up to 5 hexes. Neither TF has launched planes in 3 turns now at sitting duck targets.

I have scoured the manual but don't find anywhere where it talks about conditions under which CV forces will NOT attack.

Very frustrating for me as the Jap because it's 1943 and unless I can use my CV's which I have carefully preserved I am up you know what creek without the proverbial paddle.

Any ideas? I asked the same question in the tech support forum, but maybe somebody here has some idea.

I have AE but have several older games still going and would like to be able to finish them.

The only time this has happened to me was:
1) no sorties left in the cv tf
2) enemy tf under clouds
3) not enough scouts.
4) you are playing against the AI and who knows what is happening although I dont recall ever experiencing this against the AI. I havent played against the AI in AE.

I ran into this in stock with the IJN second carrier division at Wake. As I recall, I had to monkey with the squadron orders to get them to eventually fly.

Is the reaction at 5 or the range at 5?  I've seen a similar situation when I accidentaly left the range on the aircraft at zero after navigating a nasty sub patch with killer ASW deployments.
