Weather in AE

What are the editable capabilities of Weather in AE?
Is it defined by terrain type=mountains have more rain, eventually snow. Deserts are hot and rarely have overcast?
And if true all of above can be overuled by editing the Hex - say a specific mountain plateau know for Hot weather- ?
