Supplies going to bases that don't need them...

On the two print-screens below, the left one is Dec 7, the right one is Dec 8. The base has no units, and has a requirement of 0 supplies. Yet the system gave it 39 supplies.
The same happened for several other bases that require no supplies, but not all of them. The amount of supplies also varied.
Any light on that? Is there a minimum target requirement of supplies for a port size 0, airfield size 0 base with no units that the system is attempting to achieve?

Most likely supplies passing through on their way elsewhere.

Is there this concept? I thought that supplies were transferred in a single shot from the source base to the destination base, provided the transfer is a valid one.

No, it seems that the supply system wants to give minimum supply to all bases. I am running some tests to find out what kind of supplies units use in the different OpModes (With rather surprising results, but I'll do a bit more testing before I post results). To do this I cleared a couple of small Islands (Fiji, Noumea and the large Hawaiian one) to base some test units and even on Islands with only 2 bases the system send some (39 + 1 lost in transit) supply to the base without any units. I countered this by 'pulling' more supple to the bases that I was using, but that might be hard to balance in Australia. All in all doesn't look like a big problem anyway, if it stops at that 39 supply there isn't a problem.

Hahaha... you're pulling my leg [:D]
If you have base A connected to base B, and then to C... and if A needs to get some supplies from C, will it transfer to B first and then to A? I'm asking that because I really don't know. I'd expect it won't, but who knows, some rules are so surprising...

Heh, well that makes 2 of us. Unfortunately we didnt get that far in testing to see if the supply and production stuff worked. And frankly it probably would have taken years for us to get to the point where that COULD have been tested, so Im not knocking that. Supplies and resources always seemed to have problems with it frankly (Tree mentioned it several times in our games). My counter, and it seemed to work, was to switch every base that I wanted to keep supplies in to max, and leave the others at minimal. This would suck all the "empty" bases dry and keep stuff from flowing out of the important ones.
