Fight from the Boats

I have just had an incident in PBEM 1.09, that I must confess surprised me.
I had an army on the ground in Hannover, and a reinforcement Corps in ships in Hannover harbour. The French had moved an army up to Westphalia and moved upon Hannover.
My Corps in the boats took part in the battle even though they were not given orders to unload...
I was not expecting this, is this intended?
