v1083c River Shock Attack bug?

I think this is a bug. It's possible this is WAD, although it seems odd to me. Note that while I'm reporting this as occurring under the public beta I don't know if it's new or not.
There is apparently AE code that doesn't require a shock attack for a river crossing under some conditions. I think I saw some reference previously to the concept of a beachhead.
The issue I have seen is that if I have a number of units cross a river on the same day, only one shock attacks and the rest twiddle their thumbs. I would think (and want) that on the first day, all of the units that crossed together would shock attack. There's no beachhead yet.
Evidence that only one of the units attacked:
- Over three orders of magnitude reduction in effective AV. That's extreme, even by Witp standards.
- One of the units has >50 fatigue and disruption, and is almost completly disabled. The other units have something like 0 disruption and 3-4 fatigue, and are doing great.
I could post a save if needed.
