[v1083c] Naval Support in Empty Bases

Most of the bases on Java, including some with no units, report having various levels of (apparently invisible) naval support (usually 17 or 28).

Naval Support assigned to HQs is available over the "range" of the HQ (in diminishing numbers as range increases).

Oh cool, I didn't realize this. Is this new to this patch or AE?
