Auto Supply Convoy idea

Right now auto supply convoys are hard coded to run out of San Fran or Columbo. At first I started thinking how handy it would be to add a third point at Sydney or Brisbane. So many of those SWPac bases are too far from either Columbo or SanFran to be reliably resupplied by the AI.

Then I started thinking that it would be cooler to let us define where the supply hubs were on the base screen. That leads to the problem of how does the AI decide which hub to resupply the base from. Could be by distance, or a hard coded list, or even better by which command the base is under.

That made me think it would be much more realistic/fun to tie it to the location of the Command HQ's (CentPac, SWPac, etc), but that has problems of its own. Sometimes command HQ's are at bases very close to the front where you don't want to base a supply hub.

I really love the new engineer units that have some Naval Support, and then it clicked. Why not give each significant command a supply head unit. Wherever that's based the AI will draw shipping for the bases that are have auto-supply switched on.

For simplicity the new units can start based in Columbo and SanFran (and wherever the IJN hub is) so the impact to the player is minimal.

Anyway that might be a WitP2 thing, at least consider making Sidney or Bris a hub pleeeeease. [&o][&o]

I was thinking of a hierarchical way to define supply distribution, because the auto convoy is so rudimentary, and this is an excellent notion. We're turning into quartermasters.

In some ways I don't mind being a quartermaster at a high-level, but as we get more and more "stuff" better management tools become necessary.
