How?
I can only run it in the Windows "secure mode". When I try to start it under a normal running Win ME session, I get a strange error. message.
Any tips?
BTW- seems like I can only play japanese, when I try the US, I always get an "out of memory" error when slecting a carrier airgroup.

try running it from the command line. Or, by double clicking on the pacwar .exe by going in via Windows explorer. check around on the memory problem, I believe there might be other posts on that.

I'm running Version 2.3 under ME with no problems.
How Much memmory do you have?
Are you running anything else?
Are you running version 2.3?
Have you tried reinstalling the game?
Check that you are running PAC.EXE
Under PAC.EXE/Properties make sure that all memory settings are set to Auto.
If you like we can try to compare all settings.

Windows ME is not as "friendly" to DOS programs as the previous versions of Windows. The key thing to remember is that "CONFIG.SYS" and "AUTOEXEC.BAT" are almost completely ignored. (Only SET and MENU commands are executed.) For Windows ME, the settings for the important stuff are now ferreted off somewhere in the registry, and the only way to get to them is to use the System Configuration Utility. Go into System Information (which looks a lot different in ME) and select Tools => System Configuration Utility. Head over to the Environment tab. The settings in here are similar to the ones used in the autoexec.bat and config.sys files, but they no longer use an equal sign [=]. So, for example, if you originally had "Buffers=10,0" in your startup files, you will now need to add a new variable (New button), put in the variable (in this case, buffers) and then the value (in this case, 10,0). I personally would recommend this, and also reduce "Files" to 20 or a little higher.
