Is there anyplace that lists what units cost to build? this would be particularly handy to know for naval units, but right now I can't even by a simple Infantry corps as Austria, even though I have plenty of arms and manpower. Am I missing something?

Each country can only have a certain number of each type - these are hard coded and I do not recall seeing these limits ever posted.
